I'm broke in an apartment and there is no water hook up in the back yard. What to do?

I have a lot of extra condoms under the sink because I got my tubes tied and my husband got a vasectomy. I was thinking of filling them with water and my kids and I can have a water baloon fight. Is that okay or inappropriate? They don't know what they are.
