Is an army chapter 5-17 an honorable discharge?

That's a "Separation for Convenience of the Government, for 'other designated physical or mental conditions'"... you could get a number of different discharges, but most likely not a dishonorable. An honorable discharge is common for 5-17's, but it depends on the circumstances.
